Sponsorship: A Unique Tool for Funding Land Conservation Projects with the Clean Water State Revolving Fund

EPA’s Clean Water State Revolving Fund Branch and the USDA Forest Service National Urban Forest Technology & Science Delivery Team are pleased to announce the upcoming webinar, “Sponsorship: A Unique Tool for Funding Land Conservation Projects with the CWSRF.” The webinar will be held on April 13 from 1:30 – 3pm EDT.

Since its inception, the Clean Water State Revolving Fund (CWSRF) program has provided over $118 billion to water quality projects across the country, making it EPA’s largest source of infrastructure financing. While the CWSRF has traditionally funded publicly owned treatment works, it can also fund a wide variety of other projects, including green infrastructure, tree planting, and land acquisition for water quality improvement and protection. These types of projects are often difficult to finance because they lack a dedicated source of revenue to repay loans. In 1999, the Ohio SRF pioneered a new strategy for funding these projects known as a “sponsorship.” Five states now have such programs: Ohio, Iowa, Idaho, Oregon, and Delaware.

Mike Curley, the author of Fundamentals of Water Finance, will discuss the use of CWSRF sponsorship programs for funding land conservation projects. Patti Cale-Finnegan from the Iowa CWSRF and Jerry Rouch from the Ohio CWSRF will provide specific examples from their states and explain the role of sponsorship and partnerships with land trust organizations.
